It seems that the Korean government, or at least local Korean governmental agencies, are fully capable of engaging in it themselves. The Yongsan district of Seoul spent millions of dollars on a new, stunning building most of which isn’t even being used. And this is far from an isolated case, as the Joongang Ilbo points out.
